Born on October 31, 1965 in Sverdlovsk (now Yekaterinburg). Married. Has two sons.
In 1987 she graduated with honors from the Taganrog State Pedagogical Institute. She worked at school for 13 years.
After graduation, she worked as a school teacher for 13 years.
Since 1999, he has been teaching at the Faculty of Psychology and Social Pedagogy of the Taganrog State Pedagogical Institute (now the Taganrog Institute named after A.P. Chekhov (branch) of the Federal State Budgetary Educational Institution of Higher Education "RGEU (RINH").
In 2000, she entered the TSPI graduate school through correspondence courses. In 2002, she successfully defended her dissertation for the academic degree of Candidate of Pedagogical Sciences on the topic “The main stages of the development of media education in Russia” in Voronezh.
Since 2004 - Associate Professor of the Department of Sociocultural Personal Development, in 2006 awarded the title of Associate Professor of the Higher Attestation Commission.

She has developed more than seventy original training course programs for students of the Pedagogical Institute and advanced training courses. Irina Chelysheva is active in public activities in the field of media literacy, is the head of the Scientific and Educational Center “Media Education and Media Competence,” which aims to expand the interdisciplinary research and methodological work of teachers and students on issues of media education and media competence.
The scientific and educational center carries out the following areas of work:
development of theoretical and methodological foundations for the development of media education;
expansion of the scientific and methodological base for the development of media education and media competence of various age groups of the population;
ensuring the training of qualified specialists and highly qualified scientific and pedagogical personnel on the basis of the latest pedagogical technologies together with interested organizations;
development of new, progressive forms of innovation, cooperation with scientific and educational institutions related to the topic of media education and media competence; scientific, educational organizations, foundations and other structures with the aim of jointly solving the most important scientific and educational problems;
expansion of international scientific and educational cooperation with educational institutions and organizations of foreign countries with the aim of increasing expanding participation in the global system of science and media education, etc.
Also, for 5 years, Irina Chelysheva has been running the open media school “Media Education and Media Literacy for All.” Its goal is to organize educational activities in the field of media literacy of the population, to attract public attention to issues of media and information literacy of young people. The school is seasonal and is held 3 times a year: autumn, winter and spring sessions.
Participants of the open media school are students, undergraduates, graduate students, young and experienced teachers, researchers in the field of cinema and media education. During its existence, more than 600 people from Russia, Kazakhstan, Uzbekistan, Egypt, Bangladesh and other countries took part in the school’s classes.
Chelysheva I.V. - organizer of a number of international conferences on media education issues. Among them are the International Scientific Conference “The current state of media education in Russia in the context of global trends” 2019, 2020, 2021 (Taganrog); “Youth in a Changing World” 2020, 2021 (Ekaterinburg); “Theory and practice of working with youth” 2019, 2020, 2021 (Rostov-on-Don), etc.
Chelysheva I.V. is the organizer of the social events “Safe Internet for Children”, which is held on World Safe Internet Day. Such events have been organized by Irina Chelysheva every year since 2018. The goal of the event is to educate adults and children on the safe use of Internet resources through the development of media and information literacy. The action includes conversations and educational classes organized by students under the leadership of I.V. Chelysheva in schools, colleges, universities, kindergartens and health centers.
From 2017 to the present - coordinator of cooperation between the A.P. Chekhov Technical Institute and the Artek International Children's Center. Head of the basic department of the Artek Children's Center.
